E n e r g y I s s u e s

Several units at Manchester Gardens have been converted to gas heat. The savings for these owners have been tremendous! The first approved method for conversion consists of eliminating the existing electric boiler and installing a new high efficient gas boiler within the same area. This boiler requires an exhaust and intake pipe that protrudes through the rear wall of each unit converted. The advantage to this type of conversion is that all the existing radiators are utilized, and the heat will remain uniform throughout the dwelling. Typical costs for this conversion vary, but have ranged between $3500 to $4200 depending on the accessibility of the gas fuel lines. Typical fuel costs have ranged $60.00 to $95.00 during the winter months.

During the last year, unit owner Richard Zimmer has researched alternative methods for gas conversion. Thanks to his investigation, the Town Building Department has approved a supplemental system that can be installed. This system consists of a ventless gas fireplace unit that is installed on an interior wall within the condominium. This equipment emits heat directly from the location that it is mounted. Heat is distributed throughout the unit by natural air convection. The old electric heating unit does not have to be removed, and can remain operational as an alternate or tandem-heating source. This winter will be the first time that some of these units will be in place and operational. Mr. Zimmer will be advising the association on how effective these units are once the cold weather arrives.

Window Replacement

Many unit owners have been replacing their windows to save energy. Typical costs have ranged from $135-$150 per window installed. Please remember to have the plastic white 6 X 6 inserts installed in any windows so that they will conform with all the existing windows.

 

 

Roofing Project

I am pleased to announce that only two roofs remain to be replaced at Manchester Gardens. The completed roofs have been paid in full after our final November installment to the roofer for the amount of $1770.00.

The Board of Directors have decided to prolong the project until spring 2000 due to the concern of limited reserve funds. The Board wishes to complete these roofs without incurring any special assessments or lender financing.

The roofs that remain to be completed are 28 and 31. Our engineer has the opinion that building 28 is in poorer shape than 31, therefore building 28 will be completed first.

 

Savings Bank Of Rockville

Manchester Gardens transferred all of their banking accounts to the Savings Bank of Rockville. This decision was the result of several months of investigation. We approached several local banks to negotiate favorable financing in return for our banking business. To our disappointment, no local Manchester Banks would open their tough mortgage guidelines to help Manchester Gardens unit owners. (Remember this the next time you look for a new banking institution.). Only the Savings Bank of Rockville was willing to talk to us. I met with the senior loan representative who inquired about our financial stability.

Upon submitting financial and management information, we were able to enter into an agreement! The Savings Bank of Rockville has created a special program for unit owners at Manchester Gardens. They will provide mortgages for our complex at reasonable rates. A good credit buyer can purchase at Manchester Gardens with only 5% down at their Prevailing Rate! A buyer with marginal credit can procure a mortgage with 20% down! If you wish to take advantage of these programs, contact any loan originator at SBR and inform them that the loan is for a property at Manchester Gardens. All of the loan originators should be aware of this special program.

Parking Issues...

New Lines Soon! The Board of Directors are soliciting quotes to have the parking lots re-painted. We hope that the new markings will eliminate some of the parking confusion that has been occurring. We expect this project to begin in early spring.

Towing ... During the month of October, six unregistered motor vehicles were towed from the parking lots. Please note that it is against the rules and regulations to store unregistered vehicles at Manchester Gardens. Our towing company is currently using DMV to determine ownership of these cars. The corresponding unit owners will be billed the $125.00 fee incurred for the associated towing. Our towing policy will be strictly enforced due to the limited parking areas that we have.

Visitors spots ... in areas were visitor spots are limited (front of building 15, side of building 25, circle Garden Drive) please be courteous and use these spots for temporary parking. There are enough visitor spots in other areas that may be used for a longer term. Please remember that the association allows for 2 motor vehicles only for each unit. Any other vehicles stored at the association will be subject to towing.

Storage Bins

Manchester Gardens storage bin project is progressing nicely. We are currently finalizing our unit owner list of which bins are being used. Within the upcoming few weeks, we will be placing bright yellow stickers on all the storage bins that have remained un-claimed. If you find a sticker on your bin, please call us immediately! All unclaimed marked bins will be cleaned out and re-assigned!
